A five-star transformation on the Adriatic’s longest beach aims to redefine Montenegro’s sustainable luxury tourism

On the sun-drenched shores of Long Beach in Ulcinj, Montenegro has broken ground on what promises to become a beacon of Mediterranean luxury—Porta Rai Beachfront Hotel & Residences. 

Backed by global players Karisma Hotels & Resorts and Dobrov & Family Group, the €170m direct investment is projected to generate €278m in economic impact over the next decade.

Set for completion in 2029, the five-star beachfront development will feature elegant residences, a state-of-the-art spa, gourmet dining, sports facilities, and a shopping promenade—all while preserving the natural character of the iconic 13km beach.

Promising 800 jobs—primarily for locals—and heavy engagement with domestic contractors, Porta Rai signals more than just architectural ambition; it marks Ulcinj’s emergence as a contender in sustainable, high-end tourism. 

Dragan Lučić, Montenegro director at Dobrov Group, said that the project aimed to unite global excellence with the soul of the local community.
