Croatia to Replace Paper Driving Licences With EU-Standard Cards

Croatia is phasing out its remaining paper driving licences, replacing them with modern plastic cards that comply with European Union standards and offer greater durability and security

The change is intended to improve security, reduce the risk of forgery and ensure that all Croatian driving licences meet common European technical standards. The new card-format licences are more durable, easier to carry and contain enhanced security features designed to prevent counterfeiting.

Drivers who still possess the older paper licences will be required to exchange them for the new version before the official deadline. After that date, paper licences will no longer be considered valid for driving. The transition forms part of Croatia’s broader efforts to harmonise its transport and administrative systems with EU regulations. Standardised driving licences also simplify recognition across member states, making it easier for citizens to travel, work and drive throughout the European Union.

In recent years, Croatia has introduced a series of digital and administrative reforms affecting motorists, including modernised vehicle registration procedures and updated road safety regulations. Replacing paper driving licences is viewed as another step toward a more secure and efficient transport administration.

Authorities have advised drivers to check the validity of their current licences and apply for a replacement in time to avoid administrative delays. The new card-format licences will remain valid under the same driving categories while providing improved protection against misuse and identity fraud.
