The ceremony will include representatives from the European Commission, EU and NATO diplomatic missions in Bulgaria, and major financial institutions such as the European Investment Bank, EBRD, and the World Bank.

The 2.4 km tunnel, with half its length on Bulgarian territory, is a key part of the Western Balkans–Eastern Mediterranean transport corridor and Strategic Corridor 8. It will provide much-needed railway connectivity between the two countries, improve transport links between the Black Sea and the Adriatic, support regional economic development, and strengthen the integration of transport networks at the EU and NATO level.
