Montenegro’s Ministry of Tourism has earmarked €550,000 in funding to support 121 projects across the country, in a record-breaking year for its tourism incentive programme.

With over 170 applications received, the initiative underscores rising interest in grassroots-driven tourism.

The 2025 programme focuses on three key areas: backing local festivals—particularly in the under-visited north—to drive event-based tourism; improving rural accommodation and promoting digitalisation for more sustainable village stays; and enhancing cultural, adventure, and sports tourism through smart tech adoption.

Officials say the aim is to decentralise growth, empower local communities, and keep tourists coming year-round.

As the region faces increasing pressure to balance economic gains with sustainability, Montenegro’s move signals a shift towards smarter, more inclusive tourism development.
